On July 1, the Commissioner of Education filed the emergency accountability regulations with the Office of Administrative Law, which were posted on the Department of Education’s Web site on July 2. The regulations, which implement A-4 the CORE legislation, and the School Funding Reform Act of 2008, became effective immediately.

The newly enacted regulations address subjects related to the oversight responsibilities of the Executive County Superintendent, including standards for review of central office administrators’ contracts. The regulations also address efficiency standards for proposed school budgets, including per-pupil costs for administration, support services and maintenance and operations.  There are also restrictions on public relations and other professional services, including access to legal counsel. These recent actions have complicated business measures for board members and district personnel.

Dr. Gerald Vernotica, Assistant Commissioner at the NJDOE and former Executive County Superintendent of Schools for Hunterdon County will offer insight on understanding the new regulations. Also, learn how recently enacted legislation and regulations impact district budgetary decisions and contract negotiations.
