President

Raymond R. Wiss

Raymond R. Wiss was elected president of the New Jersey school Boards Association in May 2010. A 17-year school board member, he had served on NJSBA’s Board of Directors since 2007.

At the local level, Mr. Wiss has been a member of the Northern Valley Regional Board of Education since 2001, having served as both board’s president and vice president. He also served as chairman of the Negotiations Committee, and has been a member of the board’s Personnel, Curriculum and Technology committees.

Previously, he served as a member of the Old Tappan Board of Education from 1988 to 1995, also serving as board president during that time.

He was also mayor of the Borough of Old Tappan from 1996 to 2000.

On the state level, Mr. Wiss has trained other school board members throughout the state, having volunteered as a Group Leader at NJSBA New Board Member Orientation. He has been a presenter at NJSBA’s Advanced and Leadership Training Sessions, and has presented for programs on board/municipal cooperation, passing budgets, and passing referenda.

He also served as chairman for NJSBA’s Headquarters Redevelopment Committee, Ad Hoc Facilities Committee, and Construction Review Committee.

Mr. Wiss has been active at the county level, serving as a member of the Bergen County School Boards Association Executive Committee from 1991 to 1995, and from 2002 until the present. His is a recipient of the 2007 Archie F. Hay Award for Distinguished Service.

He is employed as a managing member Wiss & Bouregy, P.C., attorneys at law He received a B.A. in Political Science from Rutgers University, where he was a Henry Rutgers Scholar, and he earned his J.D. from the Seton Hall University School of Law.

Mr. Wiss has been active in many local volunteer and charitable organizations and undertakings. He and his wife Pam have been married 35 years, and they have three adult children.


 

Vice President for County Activities

Charles T. Miller

Charles T. Miller was elected Vice President for County Activities in May of 2010. He is a 22-year member of the East Amwell Board of Education, serving as president for 17 of those years.

He has also been involved at the county level, having served on the Hunterdon County School Boards Association’s Board of Directors for 12 years, and as president for two years. He is a Hunterdon County Board Member of the Year, and the 2009 recipient of the Maud Dahme Award for best exemplifying leadership in the field of education and a commitment to the children of Hunterdon County. He has served on the Hunterdon County Educational Services Commission, Representative Assembly and Board of Directors for 17 years, and as president for six years.

At the state level, Mr. Miller has been a presenter at several conferences, and has trained other school board members, serving as group leader for New Board Member Orientation, Advanced Boardsmanship, and Leadership training sessions. He also serves as his local school board’s representative to the NJSBA Delegate Assembly.

He received a bachelor’s in speech and theater at Pittsburg State University, Pittsburg, Kansas. He then went on to earn a master’s degree in speech and theater at Pittsburg State University, with four years of postgraduate study in educational theater at New York University in New York City.

Mr. Miller is a trained theater technician/designer/arts administrator who has worked in New York City and New Jersey as a set and lighting designer. He has worked for eight years as coordinator at the Performing Arts Center, Brookdale Community College; director of the Theatre at Raritan Valley Community College for 12 years; an artists’ agent/manager with VNI Artists for five years; and as arts consultant and programmer at the Community Theatre in Morristown for nine years.

He has served on several arts organization boards, as well as on the State Teen Arts Board of Directors.

Vice President for Finance

Donald Webster Jr.

Donald Webster Jr., a 13-year member of the Manchester Township Board of Education, was selected as NJSBA’s Vice President for Finance in May 2010.

On his local board of education, Mr. Webster has served as chairman of the Finance Committee for 13 years, and member of the Negotiations Committee for seven years.

Professionally, he worked for the State of New Jersey since 1978, most recently holding the position of assistant director for the Office of Budget Planning and Fiscal Monitoring, New Jersey Department of Human Services, until his retirement in 2009. He previously worked as a financial staff accountant for North American Phillips Lighting Corp. (Norelco), from 1976 to 1978.

He received his bachelor’s degree in accounting from James Madison University in Virginia, and his MBA in financial management from the Rutgers University Graduate School of Business.

Mr. Webster also served as an adjunct faculty instructor of accounting and business administration at Ocean County College, Toms River, from 1987 to 1997.

He is a member of the Institute of Management Accountants, a Certified Healthcare Administrator, and a licensed Youth Soccer Referee with the United States Soccer Federation. He his married with three adult children who all attended New Jersey public schools and graduated from college.


 

 

Vice President for Legislation/Resolutions

John Bulina

John Bulina was elected Vice President for Legislation/Resolutions of the New Jersey School Boards Association on May 15, 2010. Previously, he had served as NJSBA's Vice President for Finance since 2006.

On the local level, Bulina has been a member of the Tabernacle Board of Education for 20 years, serving four years as president and five years as vice president. He served as a member of Tabernacle’s Personnel, Finance, Budget, Strategic Planning, Negotiations, Education, and Building and Grounds Committees. Bulina served as vice president for legislation of the Burlington County School Boards Association for one year and executive vice president for four years. He serves as a commissioner for the Burlington County Educational Media and Technology Center. He also serves as delegate to the NJSBA Delegate Assembly. Bulina is Burlington County’s 2006-07 Board Member of the Year.

Bulina served as chair of the New Jersey School Boards Association’s Standards and Assessment Committee, and an NJSBA at-large representative on New Jersey State Interscholastic Athletic Association’s (NJSIAA’s) Executive Committee. He also served on the Long Range Plan Committee, Executive Director Search Committee, Construction Review Task Force, and as a group leader for new board member orientations, Leadership Conferences and Parliamentary Procedures programs.

Bulina has earned Certificated Boardmanship level in NJSBA’s Board Member Academy.

Nationally, Bulina served on the Federal Relations Network (FRN), a nationwide organization of local school board members which advocates the interests of public education before Congress and federal agencies. He has also been selected to serve on NSBA’s 2010 Nominating Committee.

Bulina received his B.S. in Education from State University of New York, Oswego. He also received his Masters of Arts, Teaching and Learning from Nova Southeastern University.

Mr. Bulina is a Senior Adjunct Professor at Burlington County College. He recently stepped aside after coaching soccer for 34 years with Tabernacle’s AA, South Jersey Girls Select, New Jersey Olympic Development Program, and Burlington County College. He currently remains active as a Professional Ski Instructor of America (PSIA), and is a member of the St. Nicholas Parish. He became a Master Board Member in 2006.


Immediate Past President

Harry J. Delgado

Harry J. Delgado serves as Immediate Past President of the New Jersey School Boards Association. In May 2008, he was elected President of the New Jersey School Boards Association. Previously, he served two consecutive terms as the Association’s Vice President for County Activities (2004 through 2008). Prior to 2004, he was a member of the NJSBA Board of Directors.

At the national level, Mr. Delgado was appointed by the President of the National School Boards Association to serve on its Nominating Committee in 2006 and 2010. Mr. Delgado is also a member of the Hispanic Caucus of the National School Boards Association.

On the local level, Mr. Delgado has been a member of the South Brunswick Board of Education for more than 15 years, serving three years as president and three years as vice president. A former president of the Middlesex County School Boards Association, Mr. Delgado has served on the Middlesex County Board for Professional Development and as a member of the Middlesex County Educational Services Commission, which provides special education, transportation and other services for the county’s local school districts.

A former member of the New Jersey School Boards Association's Finance Committee, he also chaired the organization’s Nominating Committee in 2002. Mr. Delgado has served as a group leader and facilitator for NJSBA’s New Board Member Orientation, Advanced Boardsmanship and Leadership conferences. Mr. Delgado is one of only 207 New Jersey school board members (out of 4,800) to have earned Master Board Member certification through the NJSBA Board Member Academy.

Mr. Delgado holds a Bachelor of Arts degree from Thomas Edison State College and a Master’s degree in Education and Human Resources Management from Seton Hall University. He is currently pursuing his Ed.S at Seton Hall. In addition, he is an Adjunct Faculty member at Mercer County Community College and a Certified Public Manager through the New Jersey Department of Personnel.

A Captain in the South Brunswick Police Department, Mr. Delgado is in charge of the department’s Administration Division and is Commander of the Emergency Response Team (ERT). His community activities include membership in the Knights of Columbus and St. Cecilia’s Parish.
