NJQSAC: A New Monitoring System for Our Schools
In September 2007, the state began phasing in the new school district monitoring system, the New Jersey Quality Single Accountability Continuum (NJQSAC). Local school boards found a completely new approach to assessing progress in the areas of academic achievement, board governance, district administration, finances and facilities.
NJSBA has been working with the state Legislature, the state Department of Education and the state Board of Education to improve the proposed system. On Jan. 25, 2007, for example, Gov. Jon S. Corzine signed into law NJSBA-supported legislation that will improve the implementation of NJQSAC.
However, the Association continues to have serious concerns about the fairness and effectiveness of the process. An NJSBA analysis of the plan, reflected in a recent letter to the special assistant to the state commissioner of education, provides 11 pages of concerns.
Going forward, NJSBA will
- Continue to work with the state Department of Education to improve NJQSAC implementation.
- Provide local school boards with training and information in the new system.
