Praises
Governor’s
Action
on
State
Health
Benefits
Commission
Bill
TRENTON,
May
9,
2000—The
executive
director
of
the
New
Jersey
School
Boards
Association
today
praised
Governor
Whitman’s
“insightful
action”
in
calling
for
changes
to
legislation
that
would
have
expanded
membership
in
the
State
Health
Benefits
Commission. Yesterday
afternoon,
the
Governor
conditionally
vetoed
the
bill,
A-1948,
eliminating
a
provision
to
add
two
employee
representatives
to
the
State
Health
Benefits
Commission.
The
panel
oversees
the
State
Health
Benefit
Program’s
(SHBP)
operations,
including
benefits,
participation
and
containment
of
costs.
It
currently
consists
only
of
representatives
of
state
government.
SHBP
is
used
by
the
majority
of
New
Jersey’s
public
employers—including
counties,
municipalities
and
school
districts—to
provide
employee
health
and
medical
benefits. “There
is
a
need
to
balance
the
concerns
of
employees
and
employers—both
state
and
local—about
the
State
Health
Benefits
Program,”
said
Edwina
M.
Lee,
NJSBA
executive
director.
“Governor
Whitman
recognized
this
need
by
recommending
creation
of
a
separate
committee,
consisting
of
representatives
of
local
public
employers
and
employees,
which
would
advise
the
State
Health
Benefits
Commission. “A-1948, with Governor Whitman’s changes, would mark the first time that local government—including school districts—have a voice in the governance of the State Health Benefits Program. We urge the Legislature to concur with the Governor’s recommendation.” |
