For non-Abbott school districts, the amount of basic state aid received is calculated through a formula using the property wealth and personal income within the community.  The above chart shows bond election results in districts according to their taxable property and personal income per pupil.  Districts in the lowest quadrant (“Low”) generally receive more than half of school costs through state aid.  Districts in the highest quadrant (“High”) and some in the “Middle/High” quadrant receive no basic state aid.

The above table breaks down bond election results for 2000, 1999 and 1998 according to the socio-economic status of school districts.  Socio-economic status is based upon the District Factor Groupings developed by the New Jersey State Department of Education.  Elements include the salaries and education levels of the citizens within the community.  “J” designates the districts of the highest socio-economic status according to the education department’s scale.  “A” indicates the lowest.
