Public School Funding Reform Federal mandates under No Child Left Behind and the Individuals with Disabilities Education Act; state mandates. (Sept. 12)

Government Consolidation and Shared Services Best practices in the delivery of local services on a regional basis. (Sept. 13)

Public Employee Benefits Reform The State Health Benefits Program (Sept. 13).

Constitutional Reform and the Citizens Property Tax Convention Tax sharing, regionalized tax base sharing, and assessment issues related to regionalization. (Sept. 14).
