The Tax Cap: What You Need to Know
Dear NJSBA Member,
Although school districts will receive more state aid this year, a bill now awaiting the governor’s approval—the new tax levy cap law—will have a much stronger impact on 2007-2008 school budgets.
State Aid Releases Aid Numbers
The state Department of Education released 2007-2008 state aid figures to local school districts on Monday.
Legislative Update:
School Nutrition Standards
S-1218/A-883 prohibits the sale or distribution of food with minimal nutritional value to students in public elementary and secondary schools.

Criminal Record Checks
S-60/A-515 would permit community centers, schools, and other child-serving facilities to require background checks for unpaid volunteers.

Bus Driver Inspections
A-2728/S-328 would require school bus drivers to inspect their buses at the end of their routes to ensure that no students have been left on the vehicle.

Epi-Pen Administration
Gov. Corzine gave S-79/A-961 a conditional veto on Jan. 29. The bill addresses emergency administration of epinephrine to students for anaphylaxis.

Court: Safeguard Students from Harassment
A school district may be held liable for sexual harassment based on a student’s actual or perceived sexual orientation, according to a New Jersey Supreme Court ruling issued last week.
‘Super’ Superintendent, Benefits Reform Bills Pass Assembly
The Assembly on Feb. 22 gave final legislative approval to “special session” bills that would create powerful executive county superintendents and would reform public employee pensions and health benefits.
