Benefits Reform FAQ

NJSBA has created a list of frequently asked questions about the recently enacted Pension and Health Benefits Reform legislation (S-17). The new law:

  • Allows school districts to unilaterally offer their employees incentives to waive coverage under the State Health Benefits Program.

  • Prohibits those who have professional services contracts with government entities and school districts from participating in the state’s employees’ retirement systems.

  • Prohibits newly elected and newly appointed public officials from participating in the Public Employees Retirement System.

  • Places a $15,000 cap on accrued sick leave payments for certain elected and appointed officials.
