Education Commissioner Lucille E. Davy recommended on Tuesday that partial local control be returned to two state-operated school districts.

After reviewing the results of the NJ QSAC school-district monitoring process, Davy called for the governance and financial functions of Jersey City and the operations management function of Newark to be returned to local control. The commissioner will make the recommendations to the State Board of Education.

NJ QSAC measures district performance in instruction, personnel, finances, operations and governance. It also provides an “exit strategy” in state-controlled districts.

Jersey City demonstrated a high level of improvement by meeting more than 80 percent of the state’s performance indicators in the areas of governance and financial functions. Newark met 86 percent of the performance indicators in operations management, which includes areas such as facilities management, student conduct, safety and health and school security.

A district meets more than 80 percent of the indicators in a given indicator of the NJ QSAC process is considered to be “high performing” in that area.  Achievement ranging from 50 to 80 percent requires the district to file a corrective action plan.
