Summary of May 17 Semiannual Delegate Assembly

The NJSBA Annual Delegate Assembly met on May 17 at the Wyndham Conference Center, Plainsboro, to elect officers to serve the Association for the 2008-2010 term, to consider one ad hoc committee report, two resolutions and the sunset review of the NJSBA Positions and Policies On Education Manual, Section 9000 (Organization/Operations of Local Boards). The election of officers was covered in the May 11 issue of School Board Notes.

Delegate Assembly Report The Report of the Ad Hoc Committee to Study the Delegate Assembly which recommended changing the NJSBA Bylaws from having two meetings of the delegates to one meeting of the delegates each year was defeated.

RESOLUTIONS

Resolution No. 1 from the Ramsey Board of Education (Bergen) called upon the New Jersey School Boards Association to adopt new policy language to the NJSBA Manual of Policies and Positions on Education, stating that NJSBA believes all New Jersey schools, on all election days, should be encouraged to provide lessons on civic responsibility and the importance of exercising these hard earned rights. Approved with the following substitute policy language:

The NJSBA believes that New Jersey schools on or about election days should be encouraged to provide lessons on civic responsibility in a democracy and the importance of exercising those hard earned rights.

Resolution No. 2 from the Ramsey Board of Education (Bergen) calls upon the New Jersey School Boards Association to adopt new policy language to the NJSBA Manual of Policies and Positions on Education, stating that NJSBA opposes the provision of a supermajority (60%) vote for school district special questions and restore the principle of “one person, one vote” in the State of New Jersey. Approved with the following substitute policy language:

The NJSBA believes that only a simple majority (more than 50%) of votes in the affirmative should be required for approval of second ballot questions.

Sunset Review The delegates also approved the sunset review of all policies classified as Section 9000 (Organization/Operations of Local Boards) of NJSBA’s Manual of Positions and Policies on Education. The adopted sunset policies can be viewed by selecting the “Sunset Policies” link on the Delegate Assembly Web site.
