NJSBA Mounts Campaign For Subcontracting
New Jersey public schools have reported savings of $40.8 million through the subcontracting of support services, according to studies conducted in 1999 and 2002 by NJSBA. In addition, more than 94 percent of school districts that subcontracted services—such as transportation, cafeteria and maintenance—made accommodations for the employees whose jobs were affected. Honors Awarded for Language Programs
Education Commissioner William L. Librera last month honored seven New Jersey school districts that have been designated as World Languages Regional Model Program Resource Centers. These districts are available to assist other districts develop world language programs. Get the full story.
Deadline Extended for PR Proposals
NJSBA is seeking presenters for the Public Relations Mini-Workshops, which will be held at the 2002 Workshop on October 23.
    These 30-minute workshops cover a wide range of public relations topics, including media relations, senior citizen involvement and crisis communications.
    Experts in school communications and public relations, board members and administrators are invited to submit proposals. These workshops provide a great opportunity to share your knowledge with fellow educators and board members.

CLARIFICATION
At the May 18, 2002 Delegate Assembly, a question was raised by a delegate. The following clarifies the response:
   
Resolution number one from the Montclair Board of Education (Essex County) proposed the following additional policy language for inclusion in File Code 5117 of the NJSBA Manual of Positions and Policies on Education: “NJSBA believes that school districts that elect to offer intradistrict or interdistrict school choice programs should suffer no loss in governmental educational aid as a result of their decision to offer choice programs.” The resolution passed and was adopted by the delegates.
    During the discussion, a delegate asked a question concerning the multi-year equity plan that all districts must file with the New Jersey Department of Education. Specifically, she asked whether all districts are required to balance schools according to socioeconomic status. The “No” response was correct in that not all districts must balance a school by socioeconomic status. Socioeconomic status is but one of several factors under which a district might voluntarily or mandatorily balance a school.
    For further information on how this issue may affect your district, you may wish to consult with your chief school administrator.
