School Aid Bill Suffers Defeat in Committee
Legislation that would have provided an additional $200 million for state education aid died in the Senate Education Committee last week when Democrats withheld their support.
   The measure, a committee substitute for S-10 and S-1441, would have transferred $120 million from the state’s post-retirement medical benefits reserve fund and $80 million in unencumbered reserves in the New Jersey Housing and Mortgage Finance Agency to a “Save Our Schools Fund.” The funds would have been used to increase state aid in the 2002-03 school year for districts experiencing a rise in student enrollment, special education and transportation costs. NJ Character Education Commission Holds Public Hearings
In February, Governor James E. McGreevey signed an executive order creating the New Jersey Character Education Commission. The commission is charged with reviewing and identifying best practices for character education programs that focus on respect, service and citizenship. Get the full story.

Last year, the Alliance for Competitive Energy Services, a joint energy purchasing program for schools sponsored by NJSBA, the New Jersey Association of School

Administrators and the New Jersey Association of School Business Officials, sent out bid requests for competitive energy rates in territories serviced by PSE&G and GPU (now JCP&L). The bidding process ran from October 2001 to April 2002. During that time, no supplier was able to provide rates for generation service that were below those offered by PSE&G and JCP&L. NJSBA mourns the loss of board member Genevieve Hawley, who died last week after a tragic accident. Hawley had been serving a three-year term representing Highlands on the Henry Hudson Regional School Board in Monmouth County. She also served as the Atlantic Highlands representative to that board from 1981 to 1995.
   During her term as board member, Genevieve served as an alternate delegate to the NJSBA Delegate Assembly and an alternate member of the National School Boards Association Federal Relations Network.
   NJSBA extends its sympathy to Genevieve’s family and to the citizens of the Henry Hudson school district who have lost a dedicated public servant.
‘No Child Left Behind’ Meetings
The U.S. Department of Education will host five regional meetings on the implementation of the No Child Left Behind Act of 2001. The purpose of these meetings is to educate the public about the critical need for rigorous content standards and high-quality assessments. The meetings will include public comment as well as presentations by policymakers and experts in standards and assessments.
   A meeting will take place on May 30 at the La Guardia Marriott, 102-05 Ditmars Boulevard, East Elmhurst, NY. The meeting will begin at 9 a.m. with a briefing on standards and assessments, followed by a public comment period from 1 to 5:15 p.m.
