NJSBA Seeks Change in
New School Monitoring Proposal

The president of the New Jersey School Boards Association this Tuesday asked an Assembly panel to exercise caution on legislation (A-2643, Stanley) to monitor school district academic performance, administration, and business operations. In particular, James J. Dougherty, Jr., NJSBA president, stressed the need for the bill to provide some parameters for those who could serve as state-hired consultants (termed “highly qualified professionals”) in school districts taken over by the state. Innovative Special Education Programs

Ten New Jersey schools were recognized for their creative special education programming during the third annual Innovations in Special Education Program, held on May 14 in Princeton. May 20 Legislative Action

Equity in Education NJSBA supported S644 (Baer, Gill), which establishes the Equity in Education program in the New Jersey Department of Education to finance school district initiatives that target segregation. The bill was reported out of the Senate Budget and Appropriations Committee with technical amendments, and now goes before the full Senate.

Joint Self-Insurance Groups S776 (Turner), which clarifies the entities that are able to participate in school district joint self-insurance groups to include NJSBA, passed the Senate by a vote of 35-0. The bill, an NJSBA initiative, now goes to the Assembly Education Committee.

Buying Green The Solid Waste Policy Group at Rutgers will hold a conference on Buy Green and Save Green: Purchasing Strategies for NJ Local Governments and School Districts on June 11 at the Rutgers University Busch Campus in Piscataway. Get the full story.

Position Available: Assistant Director/Lobbyist
NJSBA is currently seeking an experienced professional to represent the interests of the Association at all levels of state government. Responsibilities include preparing analyses of NJSBA positions concerning legislation; training board members; doing research and drafting testimony; presenting NJSBA positions, both orally and in writing; acting as the governmental relations liaison to various counties; and assisting in coordinating and attending legislative meetings at all levels.
Qualifications include knowledge and experience with working with the New Jersey Legislature; familiarity with the legislative process; the ability to articulate and debate views in initial presentation/response; and the ability to speak and write clearly and persuasively. Familiarity with school board operations is preferred, as well as the ability to develop a public policy agenda. The minimum education requirements are a bachelor’s degree, or equivalent work experience, and two years legislative or related experience. The candidate must work evenings and weekends as required. Some statewide travel is also required. The minimum salary is $47,805. NJSBA offers excellent fringe benefits package.

On June 19, 1865, General Gordon Granger landed on Galveston Island and proclaimed the sovereignty of the United States over Texas and the freedom of all who had been slaves—two and a half years after slavery had ended in other parts of the South.
