Bill Threatens Local Control of Schools

Legislation that would threaten the independence of school boards in communities in need of revitalization aid was approved by the state Senate last week. Sponsored by Senator Wayne Bryant, S-1878 establishes a process that would enable the governor and mayor to appoint members to the board of education, instead of having them elected by the people. Our new approach to Workshop registration this year was extremely successful, thanks in large part to the school business administrators who distributed the badges that were mailed to them prior to the event. Their cooperation helped us to drastically reduce registration lines this year. We also wish to thank board members and other registrants who brought their badges to Workshop, which helped us to further streamline our registration procedures.

Postcard Campaign Update: New Jersey Remains #1
New Jersey is ranked number one in the national postcard campaign to legislators for increased federal education funding. Returns of completed postcards have quadrupled since September 27.

Sick Leave Banks A bill that would permit boards of education to establish sick leave banks funded entirely by employee donations of already-accrued sick time was unanimously released by the Senate Education Committee. Under amendments to the bill, a sick leave bank would be developed and operated by the board and the majority representative and no employee would be required to participate in a bank. S-408 is sponsored by Senators Robert Smith and Joseph Palaia. Because it is permissive and boards can decide whether or not to establish a sick leave bank and all donations come entirely from already-accrued employee sick time, NJSBA supported the bill. Advance Registration for Delegate Assembly
The cutoff date for advance delegate registration to the Delegate Assembly is November 13. The meeting will be held at the Ramada Inn/National Conference Center on November 16 in East Windsor.
    If the delegate or alternate is unable to attend, any voting member of the board of education may be certified to represent the board at the meeting. To be certified on-site, delegates must show proof on district letterhead that they have been designated to represent the board at the meeting.

The Public Education Institute will be hosting a conference on November 15 on Testing Reform: Creating a New Vision for Assessment at the Livingston College Student Center in Piscataway from 9 a.m. to 1 p.m. The conference is cosponsored by the Coalition for Responsible Educational Assessment, Testing and Evaluation (CREATE), and the Business Coalition for Educational Excellence (BCEE). CREATE and BCEE have come together to form an alliance dedicated to supporting a series of common sense reforms to New Jersey’s system of student assessment and accountability.
