Learn how the structure of the salary guides affect management goals, such as attracting new teachers, retaining existing staff, and rewarding staff throughout the guide. Participants will discover how salary guide distortions can impede competitiveness in tight employment markets. Various techniques will be demonstrated that can be used to correct guide inequities, such as balloons. Attendees will also receive a structural analysis of their own districts’ teacher salary guides. The day will conclude with a demonstration of proven bargaining skills to achieve salary guide changes.

This program focuses on the basic knowledge and preparation activities that are critical to effective bargaining.
Topics include: the board’s rights and obligations
under the law; the role of the board’s bargaining team; costing out the contract; and developing board proposals. Participants will observe a demonstration of the negotiations process and will participate in exercises and discussions.

This program focuses on what actually happens at the bargaining table: how to begin, what to expect, and how to respond. Presentations include: the mechanics
of bargaining (ground rules, timing, procedures); analyzing and responding to union proposals; communications
at-the-table; trade-offs; use of comparative
data; and impasse procedures. Participants will participate in exercises and critique a negotiations demonstration.

Each year at the NJSBA annual convention, a half-day “mini-workshop” is sponsored by the Labor Relations Department. The focus is a current topic of interest. In the past, topics have included: continuing education requirements; collaborative bargaining; merit pay and other alternative forms of compensation; changes in the PERC law; and the role of the public and the press in labor relations..
