Trenton, Mar. 12, 2025 – Voters went to the polls for a special school election March 11, voting on numerous school construction questions and other proposals.

Statewide, the New Jersey School Boards Association has learned of 16 boards of education with construction proposals or other questions on the ballot.

Statewide bonding amount approved: $579,959,009.
State funding of approved questions: $178,298,183.12.

Under the Educational Facilities and Construction and Financing Act of 2000, the state will fund at least 40% of eligible school construction costs through annual debt service aid.

Here are the unofficial results compiled from the offices of the county clerks as well as published reports.

Burlington County

Southampton – APPROVED – The board of education was seeking authorization to (a) undertake for lawful school purposes a capital improvement program consisting of: (i) various improvements and upgrades at Southampton School #1, including the conversion of the existing bus garage into an annex to house an all-purpose, art and music rooms, and other support spaces; various security upgrades; the installation of a “Southampton History Wall”; the conversion of an existing all-purpose room into an instructional media center; improvements to various building systems; and the refurbishment of the playground; (ii) various improvements and upgrades at Southampton School #2, including the construction of new restrooms within certain existing classrooms; various security upgrades; improvements to various building systems; refurbishment of the playground; and flooring improvements; (iii) various improvements and upgrades at Southampton School #3, including, installation of an all-weather, multipurpose field and running track with additional lighting upgrades; improvements to flooring, building and security systems; the refurbishment of the playground; and the removal of the solar array; and (iv) the completion of site and such other work and improvements, and acquisition of furniture, fixtures and equipment as may be necessary therefor or related to the completion of the projects set forth above; (b) expend for all the foregoing an amount not to exceed $14,124,526 ($8,875,106 of which represents eligible costs, as determined by the commissioner of education; and (c) issue bonds of the school district for said project in an amount not to exceed $14,124,526, in which event the state will pay approximately 40% of the debt service (principal and interest) of the school bonds issued to finance the final eligible costs; and (d) transfer unexpended bond proceeds between said school facility projects. This school facilities project includes $5,249,420 for school facility construction elements in addition to the facility efficiency standards developed by the Commissioner of Education or that are not otherwise eligible for state support pursuant to N.J.S.A. 18A:7G-5(g).

Bonding amount proposed: $14,124,526.
State funding: $3,550,042.40.

Willingboro: The board of education has two bond proposals on the ballot.

Bond Proposal Question No.1 – APPROVED – The board of education was seeking authorization to (a) undertake roofing repairs and restoration, toilet room alterations, renovations and improvements and to expand the parking lot at Garfield East Early Childhood Development Center, including acquisition and installation of fixtures, equipment, and any site work; (b) replace the roof and to undertake toilet room alterations at J. Cresswell Stuart Early Childhood Development Center, including acquisition and installation of fixtures, equipment, and any site work; (c) renovate the media center and to construct a gymnasium addition at Hawthorne Park Elementary School, including acquisition and installation of fixtures, furniture, equipment, and any site work; (d) roofing repairs and restoration, media center renovations and to construct a gymnasium addition at Twin Hills Elementary School and at W.R. James Elementary School, including acquisition and installation of fixtures, furniture, equipment, and any site work; (e) replace the roof and the flooring at James A. Cotten Intermediate School, including acquisition and installation of fixtures, equipment, and any site work; (f) replace the roof and renovate the science labs and auxiliary spaces at Memorial Middle School, including acquisition and installation of fixtures, furniture, equipment, and any site work; (g) repair and restore the roof and renovate the science labs and auxiliary spaces at Willingboro High School, including acquisition and installation of fixtures, furniture, equipment and any site work; (h) appropriate $49,695,663 for such improvements; and (i) issue bonds in an amount not to exceed $49,695,663. The final eligible costs for the projects approved by the commissioner of education are $42,923,236 (consisting of $4,673,595 for Garfield East Early Childhood Development Center, $5,708,362 for J. Cresswell Stuart Early Childhood Development Center, $896,376 for Hawthorne Park Elementary School, $3,777,049 for Twin Hills Elementary School, $3,644,094 for W.R. James Elementary School, $10,483,087 for James A. Cotten Intermediate School, $6,242,821 for Memorial Middle School, and $7,497,852 for Willingboro High School). The projects include $1,621,532 (consisting of $412,032 for Garfield East Early Childhood Development Center, $0 for J. Cresswell Stuart Early Childhood Development Center, $715,750 for Hawthorne Park Elementary School, $143,750 for Twin Hills Elementary School, $100,000 for W.R. James Elementary School, $0 for James A. Cotten Intermediate School, $150,000 for Memorial Middle School, and $100,000 for Willingboro High School) for school facility construction elements in addition to the facilities efficiency standards developed by the commissioner of education or not otherwise eligible for state support pursuant to N.J.S.A. 18A:7G-5(g). The state debt service aid percentage will equal 57.5716% of the annual debt service due with respect to the final eligible costs of the projects.

Bonding amount proposed: $49,695,663.
State funding: $24,711,593.74.

Bond Proposal Question No. 2 – APPROVED – This proposal will only go into effect because Bond Proposal Question No. 1 was also approved by the voters at this election.

The board of education is seeking authorization to (a) construct a new indoor athletics facility at the Administration Building site, including acquisition and installation of fixtures, furniture, equipment, and any site work; (b) appropriate $18,195,667 for such improvements; and (c) issue bonds in an amount not to exceed $18,195,667. The final eligible costs for the projects approved by the commissioner of education are $0 for the new indoor athletic facility. The project includes $11,733,865 for school facility construction elements in addition to the facilities efficiency standards developed by the commissioner of education or not otherwise eligible for state support pursuant to N.J.S.A. 18A:7G-5(g). The state debt service aid percentage will equal 57.5716% of the annual debt service due with respect to the final eligible costs of the projects.

Bonding amount proposed: $18,195,667.
State funding: None.

Essex County

Caldwell and West Caldwell: The Caldwell-West Caldwell School District Board of Education has two bond proposals on the ballot.

Bond Proposal No. 1 – APPROVED — The board of education was seeking authorization to (a) undertake various improvements, alterations, renovations, and upgrades at James Caldwell High School, Grover Cleveland Middle School, Jefferson Elementary School, Lincoln Elementary School, Washington Elementary School, and Wilson Elementary School, including acquisition and installation of fixtures, furniture, equipment, and any site work; (b) appropriate $22,875,272 for such improvements; and (c) issue bonds in an amount not to exceed $22,875,272.

The final eligible costs for the projects approved by the commissioner of education are $22,875,272 (consisting of $5,717,574 for James Caldwell High School, $10,796,300 for Grover Cleveland Middle School, $551,838 for Jefferson Elementary School, $4,676,787 for Lincoln Elementary School, $515,197 for Washington Elementary School, and $617,576 for Wilson Elementary School). The projects include $0 for school facility construction elements in addition to the facilities efficiency standards developed by the commissioner of education or not otherwise eligible for state support pursuant to N.J.S.A. 18A:7G-5(g). The state debt service aid percentage will equal 40% of the annual debt service due with respect to the final eligible costs of the projects.

Bonding amount proposed: $22,875,272.
State funding: $9,150,108.80.

Bond Proposal Question No. 2 – REJECTED — This proposal would have only gone into effect if Bond Proposal Question No. 1 was also approved.

The board of education of the Caldwell-West Caldwell School District is also seeking authorization to (a) undertake the construction of the Colonel John M. McHugh Athletic Center at James Caldwell High School, including acquisition and installation of fixtures, furniture, equipment, and any site work; (b) appropriate $15,418,146 for such improvements, partially funded by $2,000,000 available from the board’s capital reserve fund; and (c) issue bonds in an amount not to exceed $13,418,146. The final eligible costs for the projects approved by the New Jersey commissioner of education are $0. The projects include $2,312,739 for school facility construction elements in addition to the facilities efficiency standards developed by the commissioner of education or not otherwise eligible for state support pursuant to N.J.S.A. 18A:7G-5(g). The state debt service aid percentage will equal 40% of the annual debt service due with respect to the final eligible costs of the projects.

Bonding amount proposed: $13,418,146.
State funding: None.

Gloucester County

West Deptford – APPROVED – The board of education was seeking authorization to (a) undertake for lawful school purposes a capital improvement program consisting of: (i)  renovation of the existing structure located at Block 77, Lot 118 on the official tax map of the Township of West Deptford (also known as 1261 Red Bank Ave.) and the construction of an addition thereto, totaling approximately 30,400 square feet, to house an Early Childhood Center to accommodate 10 new classrooms and other academic space; (ii) building system upgrades including the replacement and/or upgrading of the electrical, communications, and heating, ventilating and air conditioning systems at Greenfields Elementary School, Oakview Elementary School, Red Bank Elementary School, West Deptford Middle School, West Deptford High School and Administrative Offices; (iii) renovations and improvements at West Deptford High School, including interior renovations to the gymnasium, auditorium, and locker rooms, construction of an addition to house 4,000 square feet of additional music classrooms and the renovation of existing music rooms and support spaces together with exterior renovations including the replacement, improvement and/or repair of the roof, resurfacing of tennis courts and stadium track and the replacement, improvement and/or repair of the windows, flooring, doors, interior and exterior walls and ceilings; (iv) renovations to science labs and locker rooms and the replacement, improvement and/or repair of the roof at West Deptford Middle School; (v) installation of an elevator at Greenfields Elementary School for compliance with the American Disabilities Act; (vi) the acquisition of furniture, fixtures and equipment for said addition, renovations and improvements; and (vii) the acquisition of all equipment and the completion of all site and other work necessary or desirable to make said improvements and work compatible with the existing facilities and compliant with the code, safety and Americans with Disabilities Act requirements; (b) expend for all the foregoing an amount not to exceed $89,928,606 ($69,976,116 of which represents final eligible costs, as determined by the commissioner of education; (c) issue bonds for said project in an amount not to exceed $89,928,606, in which event the state will pay approximately 40% of the debt service (principal and interest) of the school bonds issued to finance the final eligible costs; and (d) transfer unexpended bond proceeds between said school facility projects.  This school facilities project includes $1,861,690 for school facility construction elements in addition to the facility efficiency standards developed by the commissioner of education or that are not otherwise eligible for state support pursuant to N.J.S.A. 18A:7G-5(g).

Bonding amount proposed: $89,928,606.
State funding: $27,990,446.40.

Hunterdon County

Flemington-Raritan Regional – REJECTED – The board of education was seeking authorization from the district’s legal voters to raise an additional $2,388,749 for the 2025-2026 school year as permitted under P.L.2024, c. 60, N.J.S.A. 18A-7F-5 and -39 to keep 30 teachers and staff, and a Class III Security Officer for each school in the district, specifically for the following purposes:

  • Twenty-five teaching staff needed to maintain small class sizes in the elementary schools, including teachers to support specialized reading programs such as the reading recovery program in elementary schools and reading and mathematics support classes at the intermediate and middle school levels and instruction in all support class programs.
  • Hire a Class III Security Officer for every school.
  • Five Gifted and Talented and/or STEM (science, technology, engineering, and mathematics) supplemental teachers.
  • Avoid the elimination of junior varsity extracurricular athletics and co-curricular activities for softball, volleyball, field hockey, cross-country, soccer, lacrosse, wrestling, basketball, cheerleading and baseball.

Mercer County

Lawrence – APPROVED –  The board of education was seeking authorization to (a) undertake for lawful school purposes a capital improvement program consisting of:  (i) the construction of three  building additions in the total approximate size of 81,550 square feet to house art, science, general and small group classrooms, a gymnasium, nurse’s offices and related support and administrative space with security vestibule, and an expansion of the existing cafeteria at the Lawrence Township Middle School, together with various renovations and alterations, including, but not limited to, renovations to the existing auditorium and stage area, cafeteria and kitchen areas, classrooms and lavatories, replacement of roof and emergency generator, electrical and plumbing upgrades, alterations to existing offices, classrooms, locker rooms and lavatories, driveway alterations, site parking lot and drainage improvements and other related site work, and; (ii) the construction of various renovations, upgrades and site improvements to the athletic facilities at the Lawrence Township High School, including the installation of new synthetic turf, a concession stand with lavatories and maintenance garage, security gates, shot putt and javelin throwing fields, additional netting, a parking lot, site and drainage improvements, driveway alterations, and other related items; and (iii) the completion of such other work and improvements, and acquisition of furniture, fixtures and equipment as may be necessary therefor or related to the completion of the projects set forth above; (b) expend for all the foregoing an amount not to exceed $98,900,000 (of which $34,422,618 represents final eligible costs, as determined by the commissioner of education; (c) utilize $4,000,000 of capital reserve for said projects; and (d) issue bonds of the school district for said projects in an amount not to exceed $94,900,000, in which event the state will pay approximately 40% of the debt service (principal and interest) of the school bonds issued to finance the final eligible costs; and (e) transfer unexpended bond proceeds between said school facility projects.  This school facilities project includes $64,477,382 for school facility construction elements in addition to the facility efficiency standards developed by the commissioner of education or that are not otherwise eligible for state support pursuant to N.J.S.A. 18A:7G-5(g).

Bonding amount proposed: $94,900,000.
State funding: 
$13,769,047.20.

Middlesex County

North Brunswick: The board of education had two bond proposals on the ballot.

Bond Proposal Question No. 1 – APPROVED – The board of education was seeking authorization to (a) to provide for masonry work at North Brunswick Township High School and Linwood School and bathroom and HVAC renovations, alterations and improvements at John Adams Elementary School, Arthur M. Judd Elementary School, Livingston Park Elementary School, Parsons Elementary School, Linwood School and North Brunswick Township High School, including acquisition and installation of fixtures, equipment, sitework and related work and costs; (b) to appropriate $52,507,418 for such purposes and (c) to issue bonds of the school district therefore in the principal amount of $52,507,418.

The final eligible costs of these projects authorized by this bond proposal and approved by the commissioner of education are $52,507,418 (with $6,977,203 allocated to John Adams Elementary School, $6,554,342 allocated to Arthur M. Judd Elementary School, $8,230,369 allocated to Livingston Park Elementary School, $5,655,763 allocated to Parsons Elementary, $10,509,853 allocated to Linwood School and $14,579,888 allocated to North Brunswick Township High School).

The projects include $0 for elements in addition to the facilities efficiency standards developed by the commissioner of education or not otherwise eligible for state support pursuant to N.J.S.A. 18A:7G-5(g). The state debt service aid percentage will equal 40% of the annual debt service due with respect to the final eligible costs of the projects.

Bonding amount proposed: $52,507,418.
State funding: $21,002,967.20.

Bond Proposal No. 2 – APPROVED – will only go into effect because Bond Proposal No. 1 was also approved by the voters.

The board of education is seeking authorization to (a) provide for window and door replacement at John Adams Elementary School, Arthur M. Judd Elementary School, Livingston Park Elementary School, Parsons Elementary School, Linwood School and

North Brunswick Township High School, including acquisition and installation of fixtures, equipment, sitework and related work and costs; (b) to appropriate $11,287,300 for such purposes and (c) to issue bonds of the school district therefor in the principal amount of $11,287,300.

The final eligible costs of the projects authorized by this bond proposal and approved by the commissioner of education are $11,287,300 (with $2,147,340 allocated to John Adams Elementary School, $3,083,360 allocated to Arthur M. Judd Elementary School, $1,651,800 allocated to Livingston Park Elementary School, $880,960 allocated to Parsons Elementary, $220,240 allocated to Linwood School and $3,303,600 allocated to North Brunswick Township High School). The projects include $0 for elements in addition to the facilities efficiency standards developed by the Commissioner of Education or not otherwise eligible for state support pursuant to N.J.S.A. 18A:7G-5(g). The state debt service aid percentage will equal 40% of the annual debt service due with respect to the final eligible costs of the projects. The Board of Education is authorized to transfer funds among the projects approved at this election.

Bonding amount proposed: $11,287,300.
State funding: $4,514,920.

South Amboy – REJECTED – The board of education was seeking authorization to (a) to provide for renovations, alterations and improvements at South Amboy Elementary School and South Amboy Middle/High School, and an addition at South Amboy Elementary School, including acquisition and installation of equipment, fixtures and furnishings, site work and related work and costs; (b) to appropriate $35,657,670 for such purposes and (c) to issue bonds of the school district in the principal amount of $35,657,670.

The final eligible costs of the projects approved by the commissioner of education are $26,639,518 (with $6,691,955 allocated to South Amboy Elementary School and $19,947,563 allocated to South Amboy Middle/High School.) The proposed improvements include $630,000 allocated to South Amboy Middle School for elements in addition to the facilities efficiency standards developed by the commissioner of education or not otherwise eligible for state support pursuant to N.J.S.A. 18A:7G-5(g). The state debt service aid percentage will equal 40% of the annual debt service due with respect to the final eligible costs of the project.

Bonding amount proposed: $35,657,670.
State funding: $10,655,807.20.

Monmouth County

Freehold – APPROVED — The board of education was seeking authorization to (a) undertake various improvements, alterations, and upgrades at C. Richard Applegate Elementary School and at Marshall W. Errickson Elementary School, including but not limited to security vestibule additions, roofing, HVAC upgrades, various renovations, security upgrades and renovations to the PODs, and the acquisition and installation of fire alarm systems, CCTV cameras, door and security upgrades, including acquisition and installation of fixtures, furniture, equipment, and any site work; (b) undertake various improvements, alterations, and upgrades at Joseph J. Catena Elementary School and at the Early Childhood Learning Center, including but1 not limited to security vestibule additions, roofing, HVAC upgrades, various renovations, and the acquisition and installation of fire alarm systems, CCTV cameras, door and security upgrades, including acquisition and installation of fixtures, furniture, equipment, and any site work; (c) undertake various improvements, alterations, and upgrades at Clifton T. Barkalow Middle School and at Dwight D. Eisenhower Middle School, including but not limited to security vestibule alterations, roofing, HVAC upgrades, various renovations, and the acquisition and installation of fire alarm systems, CCTV cameras, door and security upgrades, including acquisition and installation of fixtures, furniture, equipment, and any site work; (d) undertake various improvements, alterations, and upgrades at Laura Donovan Elementary School and at West Freehold Elementary School, including but not limited to security vestibule alterations, HVAC upgrades, various renovations, and the acquisition and installation of fire alarm systems, CCTV cameras, door and security upgrades, including acquisition and installation of fixtures, furniture, equipment, and any site work; (e) appropriate $135,468,916 for such improvements; and (f) issue bonds in an amount not to exceed $135,468,916.

The final eligible costs for the projects approved by the commissioner of education are $133,348,615 (consisting of $21,395,742 for C. Richard Applegate Elementary School, $14,499,968 for Joseph J. Catena Elementary School, $10,460,723 for Laura Donovan Elementary School, $22,707,495 for Marshall W. Errickson Elementary School, $11,897,190 for West Freehold Elementary School, $18,306,624 for Clifton T. Barkalow Middle School, $22,222,795 for Dwight D. Eisenhower Middle School, and $11,858,078 for the Early Childhood Learning Center). The projects include $497,354 (consisting of $157,300 for C. Richard Applegate Elementary School, $77,649 for Joseph J. Catena Elementary School, $0 for Laura Donovan Elementary School, $157,300 for Marshall W. Errickson Elementary School, $0 for West Freehold Elementary School, $0 for Clifton T. Barkalow Middle School, $0 for Dwight D. Eisenhower Middle School, and $105,105 for the Early Childhood Learning Center) for school facility construction elements in addition to the facilities efficiency standards developed by the commissioner of education or not otherwise eligible for state support pursuant to N.J.S.A. 18A:7G-5(g). The State debt service aid percentage will equal 40% of the annual debt service due with respect to the final eligible costs of the projects.

Monmouth Beach, Oceanport, Sea Bright and West Long Branch – REJECTED – The board of education of the Shore Regional High School District was seeking authorization to (a) undertake various improvements, alterations, renovations and upgrades at Shore Regional High School, including but not limited to security vestibule alterations, mechanical, electrical, and plumbing upgrades throughout the building, door and signage replacement, accessible restroom alterations, renovations to various classrooms and instructional spaces, including but not limited to the science labs, music room, locker rooms, cafeteria, auditorium stage, and gymnasium, the conversion of underutilized space into a STEM lab, and resurfacing of the track and tennis courts, including acquisition and installation of fixtures, equipment, and any site work; (b) undertake the construction of additions consisting of classrooms and instructional spaces, recreational spaces, and additional offices, including but not limited to a choir room, auxiliary gymnasium, a transportation office/concession stand, and a multi-purpose turf field, including acquisition and installation of fixtures, equipment, and any site work; (c) appropriate $51,108,682 for such improvements; and (d) issue bonds in an amount not to exceed $51,108,682.

The final eligible costs for the projects approved by the commissioner of education are $41,399,253. The projects include $5,028,004 for school facility construction elements in addition to the facilities efficiency standards developed by the commissioner of education or not otherwise eligible for state support pursuant to N.J.S.A. 18A:7G-5(g). The state debt service aid percentage will equal 40% of the annual debt service due with respect to the final eligible costs of the projects.

Bonding amount proposed: $51,108,682.
State funding: $16,559,701.20.

Ocean County

Lacey: The board of education had three bond proposal questions on the ballot.

Bond Proposal No. 1 – REJECTED – The board of education was seeking authorization to (a) undertake the replacement of various portions of roofing at Lacey Township High School, Lacey Township Middle School, Cedar Creek Elementary School, Forked River Elementary School, Lanoka Harbor Elementary School, and Mill Pond Elementary School, including any site work; (b) undertake various HVAC upgrades, alterations and improvements at Lacey Township High School and Lacey Township Middle School, including acquisition and installation of fixtures, equipment and any site work; (c) appropriate $29,958,000 for such improvements; and (d) issue bonds in an amount not to exceed $29,958.000.

The final eligible costs for the projects approved by the commissioner of education are $29,958,000 (consisting of $14,085,000 for Lacey Township High School, $3,725,000 for Lacey Township Middle School, $2,148,000 for Cedar Creek Elementary School, $2,150,000 for Forked River Elementary School, $2,382,000 for Lanoka Harbor Elementary school, and $5,468,000 for Mill Pond Elementary School). The projects include $0 for school facility construction elements in addition to the facilities efficiency standards developed by the commissioner of education or not otherwise eligible for state support pursuant to N.J.S.A. 18A:7G-5(g). The state debt service aid percentage will equal 40% of the annual debt service due with respect to the final eligible costs of the projects.

Bond Proposal No. 2 – REJECTED – This bond proposal would have only gone into effect if Bond Proposal  No. 1 was also approved by the voters.

The board of education is seeking authorization to (a) undertake various HVAC upgrades, alterations and improvements at Lacey Township High School, Lacey Township Middle School, Cedar Creek Elementary School, Forked River Elementary School, Lanoka Harbor Elementary School, and Mill Pond Elementary School, including acquisition and installation of fixtures, equipment and any site work; (b) appropriate $37,975,480 for such improvements; and (c) issue bonds in an amount not to exceed $37,975,480.

The final eligible costs for the projects approved by the commissioner of education are $37,975,480 (consisting of $8,463,000 for Lacey Township High School, $2,803,750 for Lacey Township Middle School, $6,415,605 for Cedar Creek Elementary School, $3,130,625 for Forked River Elementary School, $1,297,500 for Lanoka Harbor Elementary School and $15,865,000 for Mill Pond Elementary School). The projects include $0 for school facility construction elements in addition to the facilities efficiency standards developed by the commissioner of education or not otherwise eligible for state support pursuant to N.J.S.A. 18A:7G-5(g). The state debt service aid percentage will equal 40% of the annual debt service due with respect to the final eligible costs of the projects.

The final eligible costs for the projects approved by the commissioner of education are $21,461,138 (consisting of $6,021,638 for Lacey Township High School, $1,350,000 for Lacey Township Middle School, $1,857,500 for Cedar Creek Elementary School, $3,562,500 for Forked River Elementary School, $4,050,000 for Lanoka Harbor Elementary School, and $4,619,500 for Mill Pond Elementary School).The projects include $3,083,362 (consisting of $3,083,362 for Lacey Township High School, $0 for Lacey Township Middle School, $0 for Cedar Creek Elementary School, $0 for Forked River Elementary School, $0 for Lanoka Harbor Elementary School, and $0 for Mill Pond Elementary School) for school facility construction elements in addition to the facilities efficiency standards developed by the commissioner of education or not otherwise eligible for state support pursuant to N.J.S.A.18A:7G-5(g). Passaic County

Bloomingdale – APPROVED — The Bloomingdale Board of Education was seeking authorization to (a) undertake various improvements, alterations, renovations and upgrades and to additions for a gymnasium and classroom spaces at Walter T. Bergen Middle School, including acquisition and installation of equipment and any site work; (b) appropriate $22,613,129 for such improvements and (c) issue bonds in an amount not to exceed $22,613,129.

The final eligible costs for the projects approved by the commissioner of education are $1,440,689. The projects include $3,401,112 for school facility construction elements in addition to the facilities efficiency standards developed by the commissioner of education or not otherwise eligible for state support pursuant to N.J.S.A. 18A:7G-5(g).   The state debt service aid percentage will equal 40% of the annual debt service due with respect to the final eligible costs of the projects.

Total bonding proposed: $22,613,129.
State funding: $576,275.60.

Somerset County

Manville – APPROVED – The board of education was seeking authorization to (a) undertake various improvements, alterations, renovations, and upgrades at Manville High School, Alexander Batcho Intermediate School, Roosevelt School, and Weston Elementary School, including acquisition and installation of fixtures, equipment, and any site work; (b) appropriate $7,743,311 for such improvements; and (c) issue bonds in an amount not to exceed $7,743,311.

The final eligible costs for the projects approved by the commissioner of education are $7,743,311 (consisting of $5,262,226 for Manville High School, $1,895,625 for Alexander Batcho Intermediate School, $191,050 for Roosevelt Elementary School, and $394,410 for Weston Elementary School). The projects include $0 for school facility construction elements in addition to the facilities efficiency standards developed by the Commissioner of Education or not otherwise eligible for State support pursuant to N.J.S.A. 18A:7G-5(g). The state debt service aid percentage will equal 58.0501% of the annual debt service due with respect to the final eligible costs of the projects.

Somerville: The board of education had two bond proposal questions on the ballot.

Bond Proposal Question No. 1 – APPROVED – The board of education was seeking authorization to (a) undertake various improvements, alterations, renovations, and upgrades to the science labs and to the auditorium at Somerville High School, including acquisition and installation of fixtures, equipment, and any site work; (b) undertake various improvements, alterations, renovations, HVAC upgrades, and partial roofing replacement, and alter the main office and construct an access stair with lift to create a secure entry at Somerville Middle School, including acquisition and installation of fixtures, equipment, and any site work; (c) undertake various improvements, alterations, renovations, and upgrades to the multi-purpose room, construct a new secure vestibule, conduct site drainage, install natural and synthetic turf fields, and construct a storage building at Van Derveer Elementary School, including acquisition and installation of fixtures, equipment, and any site work; (d) appropriate $23,215,000 for such improvements; and (e) issue bonds in an amount not to exceed $23,215,000.

The final eligible costs for the projects approved by the commissioner of education are $20,900,000 (consisting of $7,855,000 for Somerville High School, $4,360,000 for Somerville Middle School, and $8,685,000 for Van Derveer Elementary School). The projects include $2,315,000 (consisting of $0 for Somerville High School, $0 for Somerville Middle School, and $2,315,000 for Van Derveer Elementary School) for school facility construction elements in addition to the facilities efficiency standards developed by the commissioner of education or not otherwise eligible for state support pursuant to N.J.S.A. 18A:7G-5(g). The state debt service aid percentage will equal 40% of the annual debt service due with respect to the final eligible costs of the projects.

Bond Proposal Question No. 2 – APPROVED – This bond proposal will only go into effect because Bond Proposal Question No. 1 was also approved by the voters.

The board of education is seeking authorization to (a) undertake the construction of a gymnasium addition and related athletic spaces at Somerville High School, including acquisition and installation of fixtures, furniture, equipment and any site work; (b) appropriate $20,805,000 for such improvements; and (c) issue bonds in an amount not to exceed $20,805,000.

The final eligible costs for the projects approved by the commissioner of education are $496,639. The projects include $2,506,647 for school facility construction elements in addition to the facilities efficiency standards developed by the commissioner of education or not otherwise eligible for state support pursuant to N.J.S.A. 18A:7G-5(g). The state debt service aid percentage will equal 40% of the annual debt service due with respect to the final eligible costs of the projects.

Total bonding proposed: $20,805,000.
State funding: $198,655.60.

Warren – APPROVED – The board of education was seeking authorization to (a) undertake various improvements, alterations, renovations, and upgrades at Warren Middle School, Angelo L. Tomaso Elementary School, Mount Horeb Elementary School, Central Elementary School, and Woodland Elementary School, including acquisition and installation of fixtures, equipment, and any site work; (b) undertake the replacement of various playground equipment at Angelo L. Tomaso Elementary School, Mount Horeb Elementary School, Central Elementary School, and Woodland Elementary School, including acquisition and installation of fixtures, equipment, and any site work; (c) appropriate $8,540,101 for such improvements; and (d) issue bonds in an amount not to exceed $8,540,101.

The final eligible costs for the projects approved by the commissioner of education are $8,540,101 (consisting of $2,545,406 for Warren Middle School, $1,744,140 for Angelo L. Tomaso Elementary School, $1,670,209 for Mount Horeb Elementary School, $1,725,707 for Central Elementary School, and $854,639 for Woodland Elementary School). The projects include $0 for school facility construction elements in addition to the facilities efficiency standards developed by the commissioner of education or not otherwise eligible for State support pursuant to N.J.S.A. 18A:7G-5(g). The state debt service aid percentage will equal 40% of the annual debt service due with respect to the final eligible costs of the projects.

Warren County

Great Meadows Regional School District – APPROVED — The board of education was seeking authorization to (a) undertake various improvements, alterations, renovations, and upgrades including, (i) the purchase and installation of a digital public announcement system and related security upgrades for Central Elementary School, Liberty Elementary School, and Great Meadows Middle School, including acquisition and installation of fixtures and equipment; and (ii) various HVAC upgrades and improvements for Great Meadows Middle School, including acquisition and installation of fixtures, equipment, and any site work; (b) appropriate $8,059,100 for such improvements; and (c) issue bonds in an amount not to exceed $8,059,100.  

The final eligible costs for the projects approved by the commissioner of education are $8,059,100 (consisting of $133,300 for Central Elementary School, $133,300 for Liberty Elementary School, and $7,792,500 for Great Meadows Regional Middle School).  The projects include $0 for school facility construction elements in addition to the facilities efficiency standards developed by the commissioner of education or not otherwise eligible for state support pursuant to N.J.S.A. 18A:7G-5(g).  The state debt service aid percentage will equal 40% of the annual debt service due with respect to the final eligible costs of the projects.
