The New Jersey School Boards Association is seeking a business data manager to join its team.

The successful candidate will provide labor relations information and assistance to school boards, attorneys, and staff, including data services, analyzing salary guides, and conducting labor relations research.

Responsibilities
  • Serve as project manager and oversee the Negotiations Data Portal and produce ongoing data and periodic analysis updates throughout the year.
  • Track status of collective negotiations for teachers for nearly 600 school districts and collect agreements and settlement information via surveys, emails and phone calls.
  • Analyze negotiated teachers’ agreements for miscellaneous provisions and salary guide data.
  • Enter analyzed items into the database and maintain historical data tables.
  • Formulate statistical data for Association publications, contract negotiations, salary and work stoppage areas. Compose and generate a variety of comparative data reports for training programs, as well as specialized reports for board members, administrators, attorneys and staff.
  • Conduct research on contract language, comparability data and other areas of labor relations and personnel.
  • Import data annually from the New Jersey Department of Education on administrators’ salaries and benefits and maintain an internal database. Develop and produce salary reports for superintendent searches.
  • Provide information to local board members, administrative personnel and Association staff on labor relations matters.
  • Develop labor and data presentations and present at Association programs, including in-person, hybrid and virtual as assigned. These presentations include, but are not limited to, county school board meetings, Workshop, Labor Summit, Spring Symposium, Personnel Administrators Association meetings, School Law Forum, in-district presentations, mandated training and legal, labor and policy presentations.
  • Analyze and construct salary guides for local boards of education.
  • Maintain and modify existing project databases as needed.
  • Developing and maintaining services for the Personnel Administrators Association affiliate group.
  • Attend regular professional development training to remain current on labor relations topics, trends and union-management relations processes and procedures. (e.g. LERA, NJICLE, SHRM).
  • Formulate statistical charts.
  • Write articles for Association publications, including regular standing School Board Notes and School Leader, as well as timely topical articles with short turnaround requirements.
  • Maintain and continuously update information and data on the legal and labor relations page of the website and develop new resources as needed.
  • Manage the wellness check submission process for contract wellness checks and salary guide wellness checks.
  • Provide support as needed to Association projects or events such as the Spring Symposium, Workshop and Delegate Assembly.
  • Identify and import other data sources.
  • Create and develop surveys.
  • Summarize contract provisions.
  • Maintain negotiations status logs.
  • Monitor labor trends and labor law.
  • Available to work evenings and weekends as required.
  • Perform other duties as assigned.
Education and Experience 
  • Bachelor‘s degree or equivalent work experience.
  • Minimum two years’ experience in labor relations/collective bargaining.
  • Minimum two years’ experience or equivalent working with data collection and management.
  • Knowledge of public education and school board governance; public sector labor relations and research preferred.
  • Experience in public speaking and presenting to small, medium and large groups preferred.
  • Knowledge of virtual platforms like Zoom, Swoogo, Google Meet, etc.
  • Proficient in Microsoft Office 365 apps, including Teams, Lists, SharePoint, One Drive, Forms and traditional Office apps, such as Word, Excel, PowerPoint, and Outlook.
Preferred 
  • Experience with Association management system software.
Knowledge, Skills and Competencies

Organization skills, time management, planning and research skills.  Must be a team player and possess interpersonal skills to work with a variety of individuals. Ability to work with minimal supervision. Demonstrated ability to handle multiple priorities while adhering to deadlines. Demonstrated ability to exercise good judgment and make independent decisions. Demonstrated ability to effectively communicate orally and in written form.  Must also demonstrate accurate data entry skills, excellent grammar, punctuation, spelling and proofreading skills. Excellent analytical skills and attention to details. Ability to work effectively with a variety of individuals and groups.

Knowledge of WordPress and Access, and a full understanding of relational databases is a plus. Knowledge of statistics and general math abilities. Knowledge of public education, school board governance and public sector labor relations. Two to three years of experience in data collection and analysis within this framework.
