PLEASE TAKE NOTICE that the Alliance for Competitive Services (“ACES”) is requesting bids from natural gas suppliers duly licensed by the New Jersey Board of Public Utilities, for natural gas supply service for participating New Jersey school districts. ACES has issued a Request for Bids (“RFB”) in accordance with the “Electric Discount and Energy Competition Act,” P.L. 1999, c. 23, (“EDECA”); Public Schools Contract Law N.J.S.A. 18A:1 et seq. (the “School Contracts Law”); the Local Government Electronic Procurement Act P.L. 2018, c.156; and all applicable regulations and standards promulgated thereunder (hereafter referred to collectively as “the Applicable Law”).
Interested suppliers will have the opportunity to provide natural gas supply service to as many as an estimated 1500 participating natural gas accounts located within the gas utility service territories of Public Service Electric and Gas, Elizabethtown Gas, New Jersey Natural Gas and South Jersey Gas.
Interested suppliers must submit a completed Notice of Intent to Bid by no later than 5:00 p.m. on August 3, 2026.
Optional questions and comments will be accepted by ACES until 5:00 p.m. on August 5, 2026. Responses to any supplier questions received by 5:00 p.m. on August 5, 2026, will be answered in an addendum to the RFB, which, if required, will be distributed to suppliers on the Bid Distribution List by no later than close of business on August 11, 2026. Data related questions will continue to be accepted until the close of business on August 26, 2026. If additional data related questions are received by August 26th, they will be answered in an additional addendum or clarification document, which, if required, will be released on August 31, 2026.
Required Qualification Documents must be submitted electronically by no later than 5:00 p.m. on August 5, 2026. Bids must be submitted electronically via the electronic bid platform of Gabel Associates, the ACES Administrator, at https://www.publicbiddingsystem.com/ on September 15, 2026, with a bid submission deadline of 11:30 a.m. and will award by 2:30 p.m. prevailing Eastern time on that date.
