The Annual Meeting of the Delegates shall convene at 9 a.m. on Saturday, May 16, 2026, at The Conference Center at Mercer, 1200 Old Trenton Road, West Windsor, New Jersey, 08550, located on the campus of Mercer County Community College.

During the Delegate Assembly, delegates will deliberate and vote to adopt policies on issues affecting New Jersey public schools. All local boards of education that remain in good standing, along with any county school boards association, the NJSBA Board of Directors, and any NJSBA committee, may seek to have the Association adopt new policy or revise existing policies by filing a resolution on a topic of broad concern. Any policy adoptions or revisions resulting from Delegate Assembly actions are then incorporated into NJSBA’s Manual of Positions and Policies on Education and become formal advocacy positions of the Association. These policy positions, adopted by the delegates during the Delegate Assembly, serve to direct the Association’s advocacy efforts on statewide educational issues. The delegates may also act to amend the NJSBA bylaws.

Each board of education may be represented at the Delegate Assembly by one delegate or alternate appointed by that local board. In order for the delegate or alternate to participate, the local board must provide a written certification to the executive director that includes the names of both the delegate and alternate at least four days prior to the Delegate Assembly. Voting and speaking privileges shall only be accorded to delegates or alternates who have been certified in writing to the Association. Please be advised that board-approved resolutions must be received at NJSBA offices by 5 p.m. on Thursday, March 5, 2026. Resolutions timely received in the proper format will be considered by the Resolutions Subcommittee at its meeting, to be held virtually, on April 14, with a second date scheduled for April 15, if necessary.

The Resolutions Subcommittee will, upon request by the body that has submitted a resolution, extend an opportunity to advocate in support of the resolution during the virtual meeting(s). Rules for the conduct of such appearances are included below. Please note that in accordance with the rules, all requests for appearances must be made in writing and received by NJSBA by 5 p.m. on Thursday, March 26.

After the Resolution Subcommittee meeting(s), a report of the Resolutions Subcommittee will be sent by email to school business administrators, county association presidents, board presidents and delegates. The report will include all resolutions received by the Subcommittee for the Delegate Assembly agenda and all actions taken by the Subcommittee.

To permit timely consideration of issues brought forth by district boards in advance of the Delegate Assembly, meeting materials will be publicly available on the NJSBA website—www.njsba.org/da.

For convenience, NJSBA provides spiral-bound copies of meeting materials in the NJSBA Delegate Assembly Handbook. Physical copies of the handbook may be ordered by submitting a formal request by April 15. Please use the enclosed request form here to order a handbook, which will be mailed out on or about April 24. Please be aware that registration for the Delegate Assembly does not automatically add your name to the handbook mailing list; such requests are a separate step and are optional to the registrant. Alternatively, an electronic copy will be available on our webpage, www.njsba.org/da, no later than April 29.

Emergency resolutions admitted to the Delegate Assembly agenda by the Emergency Resolutions Subcommittee will be emailed the week of the meeting to preregistered delegates and placed on NJSBA’s website.

Each local board should be represented at the meeting by its formally appointed delegate or alternate; as outlined in the Association bylaws, Article IV, Section 2 “Delegates.”

Each District Board shall be represented in the Association by one delegate or alternate, who shall be a voting member of such district board and who shall be elected or appointed in such manner, and for such term, as may be determined by his or her district board.  State-operated school districts shall be represented by a delegate and alternate selected from among the members of the state-operated district board of education appointed pursuant to the statutes governing state-operated school districts.  The delegates and alternates from state-operated school districts need not be voting members of the state-operated district board of education.  The selection of the delegates and alternates shall be made at the annual organizational meeting of each district board of education or, in the case of a state-operated school district, as soon as practicable after the creation of the district and the appointment of the state-operated district board of education.
