ABOUT THE ROLE
Provide salary guide services including analysis and preparation of proposed salary guides. Provide labor relations guidance and information to local boards, administrators and attorneys.
RESPONSIBILITIES:
- Analyze and construct salary guides for local boards of education.
- Furnish board members, administrators, attorneys and staff with information on labor relation’s matters.
- Provide onsite assistance to local boards, including bargaining preparation, mediation, and collective negotiations agreement analyses.
- Develop and conduct training programs on labor relation’s issues, for both mandatory and elective programing.
- Develop and present interactive presentations at internal association programs, external training and informational sessions/meetings, and web-based training as assigned.
- Write for departmental publications as required and contribute articles to other Association publications (e., School Leader and School Board Notes).
- Analyze legislative proposals affecting labor relations. Support lobbying efforts by preparing materials, research, meeting with legislators and assisting with testimony.
- Maintain the online network of labor relations information on the NJSBA website and develop new resources as needed. This includes summarizing PERC decisions for the PERC On-line
- Conduct on-site consultations with boards for the providing of detailed analysis of individualized collective negotiations agreements, together with discussions of potential alterations.
- Continually interpret data and legislative framework to coordinate a comprehensive and evolving negotiations template for districts.
- Aid local boards and their respective negotiation’s team in the development of negotiations strategy and tactics.
- Provide assistance to local boards and administrators in the handling and responding to union charges and grievances, including a review of relevant and applicable statutory and contractual defenses.
- Provide guidance to board members on school ethics issues in the labor relations context.
- Developing and maintaining services for the Personnel Administrators Association (PAA) affiliate group including overall responsibility for planning and conducting all meetings.
- Serve as staff to Association committees and assist with Association meetings and conferences as assigned.
- Perform other duties as assigned.
EDUCATION AND EXPERIENCE
- Bachelor’s degree or equivalent work experience
- Master’s Degree in Business Administration (MBA) preferred
- Juris Doctorate required
- Three years’ experience in public sector labor relations prefer
- Knowledge of public sector bargaining, employment and ethics law
- Knowledge of public education, school law and school board governance preferred
- Experience with Microsoft Office, Windows OS, Microsoft Word and strong Excel required. Knowledge of Power Point preferred

- Must demonstrate the ability to handle multiple priorities while adhering to deadlines.
- Must be able to work evenings and weekends as required to carry out the responsibilities of the position; occasional state-wide travel.
TERMS: Full-time
EMPLOYMENT STATUS: Exempt
SALARY RANGE: $130,000-$135,000
